Being one of millions of  surfers throughout the Internet, I see that fundamental civil liberties are as important in cyberspace as they are in traditional contexts. Cyberspace defined in Webster's Tenth Edition dictionary is the on-line worlds of networks.    The right to speak and publish using a virtual pen has its roots in a long tradition dating back to the very founding of democracy in this country.  With the passage of the 1996 Telecommunications Act, Congress has prepared to turn the Internet from one of the greatest resources of cultural, social, and scientific information into the online equivalent of a children's reading room.  By invoking the overboard and vague term "indecent" as the standard by which electronic communication should be censored, Congress has insured that information providers seeking to avoid criminal prosecution will close the gates on anything but the most tame information and discussions.

Computers in some form are in almost everything these days.  From Toasters to Televisions, just about all electronic things has some form of processor in them.  This is a very large change from the way it used to be, when a computer that would take up an entire room and weighed tons of pounds has the same amount of power as a scientific calculator.  The changes that computers have undergone in the last 40 years have been colossal.  So many things have changed from the ENIAC that had very little power, and broke down once every 15 minutes and took another 15 minutes to repair, to our Pentium Pro 200's, and the powerful Silicon Graphics Workstations, the core of the machine has stayed basically the same.  The only thing that has really changed in the processor is the speed that it translates commands

Initially, the Internet was designed to be used by government and academic users, but now it is rapidly becoming commercialized.  It has on-line "shops", even electronic "shopping malls".  Customers, browsing at their computers, can view products, read descriptions, and sometimes even try samples.  What they lack is the means to buy from their keyboard, on impulse.  They could pay by credit card, transmitting the necessary data by modem; but intercepting messages on the Internet is trivially easy for a smart hacker, so sending a credit-card number in an unscrambled message is inviting trouble.  It would be relatively safe to send a credit card number encrypted with a hard-to-break
